View PublicationHelen Halpin proposes a system to expand health coverage that she believes would lead ultimately to a high proportion of people choosing to be in a single, state-administered CHOICE program in which most health care providers would participate. But this could be achieved, Halpin indicates, without any requirement that providers participate, that residents choose the program, or that employers enroll workers in or pay into the program. Moreover, lower-income people would be subsidized to ensure that coverage is affordable.
