The Act includes a new temporary federal subsidy for COBRA health insurance continuation coverage premiums (hereafter referred to as “COBRA subsidy”).  It also provides for a temporary increase and expansion of the Health Care Coverage Tax Credit (HCTC).  In addition, the Act includes new appropriations for job preservation and creation, infrastructure investment, energy efficiency, help for the states and other provisions.

S. 1169 (Feingold)

Establishes a program of grants to states to increase health coverage for the uninsured.

S. 1198 (Smith)

The bill would require the Secretary of Health and Human Services (HHS) to establish up to six demonstration projects to determine successful methods to provide protection from catastrophic health expenses for uninsured individuals and to assist individuals with high out-of-pocket costs and those who have exceeded health insurance lifetime limits.

S. 1218 (Kennedy)/H.R. 2034 (Dingell)

Would establish a new entitlement (Title 22 of the Social Security Act) establishing the Medicare For All program to provide coverage of health benefits for all, except those eligible for Medicare. The program would be financed by payroll taxes on employers and workers and administered in a manner similar to the Medicare fee-for-service program. In addition to a Medicare-run fee-for-service option, benefits could also be provided by private plans that contract with the Secretary of HHS in a manner similar to the Federal Employees Health Benefits Program (FEHBP) and Medicare Advantage. Benefits would have to be at least as good as those available to Members of Congress through the FEHBP.

S. 1224 (Rockefeller)

Reauthorizes SCHIP permanently, allocates additional resources for state allotments, offers state options for coverage expansions including to children up to 300% of the federal poverty level (FPL), provides for improved outreach and enrollment of eligible children, and makes other program changes.

S. 1364 (Durbin)

Reauthorizes SCHIP permanently, specifies aggregate funding limits and distribution of state allotments, modifies program benefits and outreach and enrollment procedures, establishes a pediatric quality initiative and demonstration projects, and makes other program changes.
